[Revolution] (CAMBON): DECREE OF THE NATIONAL CONVENTION, of August 15, 16, 17 and 24, 1793, which orders the formation of a ledger to register and consolidate the non-lifetime public debt; the remission and cancellation of old debt titles, under penalty of forfeiture; the acceleration of liquidation; the suppression of annuities owed to fabriques; the recognition of the debts of the communes, départemens and districts as national debts; the liquidation of annuities and bearer bonds; the reimbursement or inscription of the debt in the ledger; the annual payment of the public debt in the districts; the faculty of converting the assignats into an inscription in the ledger, at the rate of five percent of the capital; the admission of the consolidated debt in payment of the national domains to be sold; and the subjection of the consolidated debt to the principal of the land tax. Missing a page corner with loss of a half-character. Rare first edition of the most famous financial law of the Convention. For Cambon, main author and rapporteur of the law, this "republicanization" of the debt had the great advantage of making the creditors of the Ancien Régime indifferent to any restoration of the monarchy.
