"The writing begins with a letter "To the King" dated Paris February 20, 1787, in which Mirabeau assures Louis XVI of his fidelity and gives him advice for the good of his kingdom. The author denounces the agiotage linked to the Company of the Indies, blames others, Mirabeau blames the policy of borrowing of Necker during his first ministry, thus inaugurating the series of public attacks continued against him in the following writings.
