Nicknamed by Burke "the Anacreon of the guillotine", Barère was one of the organizers of the Terror.
In this work, written underground, he declares his support for authoritarian government.
"Certain theories [formulated in this treatise] offer an analogy with those of Saint-Just. Let the love of the Republic be infused into French souls through national festivals, public games and republican education; let the useful arts be respected, led by agriculture; let the navy and navigation also have their festivals. He advocated music; he wanted to associate women with institutions and make them the ornament of national festivals. He called for prizes to be awarded for work and valor. He expressed the wish that all public monuments should be lessons for citizens and legislators, so that architecture would be associated with public instruction." (Kuscinski, Dict. des conventionnels, p. 28).
"Plan d'administration publique : abolir la mendicité comme on a abolished l'esclavage, remédier au désordre financier, encourager l'agriculture, l'industrie, le commerce, etc." (I.N.E.D.).

(Labouisse-Rochefort, Trente ans de ma vie, vol III-p. 167).
